This view has also been taken by the Stipendiary Magistrate at Hull in a case brought before him.

Under these circumstances, I suggest, for the consideration of Lord Knutsford, that the Governor of Hong Kong should be informed accordingly, and that the Harbour Master should be instructed to at once report all similar cases.
